Fish Balls

400 g fish3 onions , grated1 - inch piece ginger10 cloves of garlic1 teaspoon garam masala powder1 teaspoon cumin powder ( roasted )3/4 teaspoon salt1/2 teaspoon chilli powder4 green chillies ,chopped250 g cooking oil
1 egg3 tablespoon flour ( maida )
